The MOU is part of the outcomes of the Korea-U.S. summit held during Asia-Pacific Economic Cooperation (APEC) summit week. The Ministry of Science and ICT said that, with Ha Jeong-woo, Senior Secretary for AI Future Planning at the Presidential Office, and Michael Kratsios, Director of the White House Office of Science and Technology Policy, in attendance, the two countries signed the ‘Korea-U.S. Technology Prosperity MOU’ to strengthen comprehensive cooperation on key technologies. MSIT explained that the MOU aims to promote prosperity for future generations, improve the quality of life for people in both countries, and elevate the Korea-U.S. alliance. Accordingly, the first area of cooperation identified in the MOU is ‘accelerating AI applications and innovation’. The two countries will use AI to accelerate the development of various technologies and industries. To that end, they will jointly develop an AI policy framework and build a cooperative system related to AI technology exports. The second area of cooperation is ‘trusted technology leadership’. The two countries plan to strengthen collaboration in core technology fields such as next-generation communications, pharmaceutical and biotech supply chains, quantum, and space exploration. In this regard, Korea and the United States will actively support basic research and people-to-people exchanges. MSIT assessed that the MOU will serve as a foundation for solidifying the science and technology cooperation relationship between the two countries in terms of the economy, security, and industry. The two countries plan to convene the Korea-U.S. Joint Committee on Science and Technology in Washington, DC next year, with the Deputy Prime Minister and Minister of Science and ICT of Korea and the Director of the White House Office of Science and Technology Policy serving as chief delegates, to develop more concrete and advanced cooperation plans. Regarding the MOU, Senior Secretary Ha said, “Based on people-centered, inclusive AI and private-sector-led innovation,” and added that it “will serve as a springboard for Korea to leap into a top-three AI powerhouse”.
