SK는 지난 23일 베트남 하노이에서 열린 한-베트남 비즈니스 포럼에서 응에안성(省) 정부와 베트남 국가혁신센터(NIC)와 각각 AI 생태계 조성을 위한 업무협약(MOU)을 체결했다고 24일 밝혔다. 이번 협약식은 김정관 산업통상부 장관과 응오 반 뚜언 베트남 재무부 장관이 참석한 가운데 진행됐다. SK이노베이션과 SK텔레콤은 응에안성 정부와 함께 해당 지역 내 AI DC 구축 및 연계 인프라 사업 공동 모색을 위한 MOU를 체결했다. 응에안성은 베트남 중북부 핵심 거점으로, 항만·물류 인프라를 기반으로 제조업·에너지·첨단산업 육성이 활발한 성장 지역이다. SK텔레콤은 이를 기반으로 AI DC 개발·구축·운영 방안을 검토하고, 글로벌 수요 확보 방안을 모색할 예정이다. 응에안성 정부는 인허가, 행정 절차, 유관 부처 협의, 인센티브 제공 제반 환경 조성을 통해 파트너십 실행 계획이 구체화될 수 있도록 지원 방안을 논의하기로 했다. 앞서 SK이노베이션은 지난 2월 베트남 국영 석유가스그룹(PVN) 산하 발전사 PV 파워, 현지 기업인 나수(NASU)와 함께 응에안성의 ‘뀐랍 LNG 발전 프로젝트’의 사업자로 선정된 바 있다. 해당 사업은 1500MW급 가스복합화력발전소와 LNG 터미널, 전용 항만을 함께 조성하는 대규모 에너지 인프라 프로젝트로 2027년 착공해 2030년 준공을 목표로 하고 있다. In conjunction with the "Quynh Lap LNG Power Project," for which it was recently selected as the operator, SK Innovation is broadly exploring cooperation opportunities in the realm of energy solutions, such as power supply for data centers and the construction of dedicated power sources. Based on this, SK Telecom plans to review strategies for the development, construction, and operation of the AI DC and explore ways to secure global demand. Previously, in February, SK Innovation was selected as the operator for the ‘Quynh Lap LNG Power Project’ in Nghe An Province, in partnership with PV Power, a power generation company under Vietnam’s state-owned oil and gas group (PVN), and the local company Nasu. This project is a large-scale energy infrastructure undertaking that involves the construction of a 1,500MW gas combined cycle power plant, an LNG terminal, and a dedicated port; construction is scheduled to begin in 2027 and is targeted for completion in 2030. From the initial proposal stage, SK Innovation laid the groundwork for this collaboration by presenting a model for fostering high-value-added industries near the power plant that incorporates SK Group’s AI and semiconductor capabilities. At the forum held on this day, the Nghe An provincial government reaffirmed its commitment to the project by awarding the SK Innovation consortium the ‘Quynh Lap Independent Power Corporation (IRC)’. Following this, SK Innovation CEO Choo Hyung-wook delivered a presentation on the theme of ‘Leaping Forward for the Vietnamese Economy through AI + Energy Innovation,’ stating, “Based on SK’s capabilities in operating large-scale power generation and diverse energy solution businesses, we will complete the construction of local power infrastructure without any setbacks.” In addition, SK Telecom and SK Innovation jointly signed a comprehensive cooperation MOU with the National Innovation Center (NIC) of Vietnam to foster an AI ecosystem within Vietnam. Both parties agreed to cooperate in areas such as the construction of AI data centers, energy infrastructure development, and the establishment of policy and institutional foundations to nurture the AI industry. SK Telecom will provide technical cooperation and support for attracting investment to develop Vietnam’s AI ecosystem, including AI data centers, while SK Innovation will provide energy solutions necessary for AI data centers and related industries. NIC is set to be responsible for identifying and connecting local partners, along with providing institutional support such as consultations with government ministries, regulatory improvements, and policy formulation to ensure the smooth progress of the project. NIC is an organization established by the Vietnamese government in 2019 to foster high-tech industries and startups. As a national innovation hub, it leads initiatives in AI, semiconductors, and investment attraction. SK has maintained a close cooperative relationship as a key partner, including providing $30 million in support for the establishment of NIC. SK Telecom CEO Jeong Jae-heon stated, “AI data centers are core infrastructure serving as the foundation for the growth of the AI industry,” adding, “Based on the capabilities in AI data center development, construction, and operation accumulated over the years, SK will concretize a cooperation model for AI data centers optimized for the local Vietnamese market.” SK explained that this collaboration in Vietnam holds significant meaning as it marks the first overseas implementation of its “AI Full-Stack Provider” strategy, which combines SK’s capabilities in AI data centers, power, and energy solutions. Chairman Chey has consistently expressed his vision to evolve SK into an "AI full-stack provider." The goal is to implement the most efficient AI infrastructure model based on SK's competitiveness, which encompasses the entire value chain of the AI industry, ranging from semiconductors and data centers to power and energy solutions and AI services. Under this vision, SK is pursuing the 100MW hyperscale "SK AI Data Center Ulsan" in partnership with AWS, aiming for completion in 2027. Additionally, SK is discussing cooperation with OpenAI regarding the construction of a domestic AI data center, proactively laying the groundwork for Korea to emerge as an Asia-Pacific AI hub. At a meeting with business leaders held prior to the Korea-Vietnam Business Forum, Chairman Chey stated, "AI will play a pivotal role in Vietnam's sustainable growth." He added, "SK possesses portfolio capabilities across the entire AI ecosystem, ranging from energy to semiconductors, AI models, and application services. Based on this, we will make a substantial contribution to the development of Vietnam's AI industry." An SK official said, “SK has maintained cooperative relations with Vietnam in various fields, including energy, information and communication, investment, and social contribution, starting with the late Chairman Chey Jong-hyun’s oil development business in the 1990s,” adding, “With this AI cooperation, we will further strengthen our cooperative relationship as a key partner in Vietnam’s national AI strategy.”
